In addition to supporting the upper end of the 58-67 column, it ties the hood/dash, windshield frame and body together into a more rigid structure. Todays new columns have so much electronics in them that they are quite bulky and they are made ungodly strong to hold up under the pressure of an airbag event. I'd look for an early Beetle column myself and use a removable steering wheel adapter if getting in and out requires more room.
